Can a Muslim man talk to a Muslim girl?

There are no restrictions for Muslim women to talking with male Muslim or any non Muslim male. However, the talking topic should be away from sexy sayings and both male and female should avoid gazing with sexy emotions to each other.

Sure he can. However, his talks should be free from any thing forbidden per religion and should not include any motivation to doing any thing against prophet Muhammad and Qur'an teachings.

He cannot talk except when in extreme necessity to a Na-Mahram (i.e a person who he is able to marry). He is only allowed to talk to a Mahram (a person who he is unable to marry i.e His mother, sister, daughter, aunt, mother in law, niece, step-mother, step-sister.). This is the answer of all the Ulama (Muslim scholars).

This entirely depends on the conservativeness of the Imam that the Muslim trusts. The overwhelming majority of Imams condemn any interactions between one man and one woman because these could lead to romantic temptations. However, there is debate as concerns platonic relationships and group interactions. More conservative scholars hold, like Answer 2, that cross-gender interactions with women who are not Mahram are forbidden in any context. More liberal scholars hold, like Answer 1, that conversation is permitted as long as both the man and woman make an effort to keep the conversation completely clean.
