Absolutely.
To blaspheme the Holy Spirit means in one sense,to intentionally lie about the Gospel of Christ.
Jesus said the Holy Spirit is the Spirit of truth. John 16;17
Blasphemy is from the greek "blasphemia" meaning "vilification, evil speaking, railing"
The most evil that could be spoken would be the intentional, vicious lie, intended to subvert the Gospel.

This is a controversial question. The truth is that there have been many who have subverted the gospel with all their might, only to convert at some point and then live in a way that advances the gospel. The sin against the Spirit cannot ever be forgiven.
Some have taught that the sin against the Spirit is dying without having ever accepted the gospel.
This last is in line with the fact that some believe the actual sin of blasphemy against the Holy Spirit relates to a stubborn, explicit and continual rejection of the Gospel message. Since the Holy Spirit is the 'Spirit of truth' and is the one who would seek to shine the truth of this message into people's hearts and is also a person who can be grieved, then this would certainly indicate that this sin can still occur.
Even further, since the Holy Spirit is an eternal spiritual being, then He continues to exist today. The persons He particularly seeks are also still alive today and so it logically follows that this sin still can occur and does. Specifically, the Bible prophesies that as the end draws nearer, people will get worse and worse in their unbelief. This will even come to the point which Jesus stated 'When the Son of Man cometh will He find faith on the earth?' Thus, although always evident down through history, it might be said that this sin is more prevalent today than ever. A number of reasons could be given for this, one would be the pride of man in his great scientific and technological achievement, leading people to the belief that they have made God redundant. Yet the emptiness and floundering of mankind without God is so blatantly evident as they search for happiness in so many destructive escapes or sadly end their own lives.
Put more simply, the true biblical definition of blasphemy is to speak against with contempt. The worst of which would be the only unforgivable sin, blasphemy of the Holy Spirit. Calling things that are of the Spirit evil is blasphemy of the Holy Spirit. (Matthew 12:31)
When Jesus was on earth and performing miracles, He did so by the Holy Spirit. The Pharisees accused Him of performing miracles by Beelzebub (Satan). This was the unpardonable sin. Blasphemy against the Holy Spirit ( Matthew 12:22-32; Mark 3:28-29). Jesus was warning other Pharisees and other people at this time so they would not commit the unpardonable sin. The sin against the Holy Spirit is unpardonable, you will never be forgiven no matter what you do. It would be difficult to commit this sin today, but maybe not impossible.
