* Yes. God can do whatever HE wants to do because HE/SHE/IT is THE CREATOR, meaning HE/SHE/IT created all things (everything). Besides, if there was something, anything, that was created without HIS/HER/ITS existence, then HE/SHE/IT wouldn't be THE CREATOR, meaning HE/SHE/IT wouldn't be GOD, but HE/SHE/IT IS. In fact, HE/SHE/IT IS THE FIRST, meaning that HE/SHE/IT had/has the favor of being the first to create and all of creation/everything created had/has a beginning, which came from THE FIRST, HE/SHE/HIM/HER/IT. HE/SHE/IT is also THE LAST, meaning that HE/SHE/IT had/has the favor of being the last to create and everything created/all of creation has an ending to it/end, whatever it is/that may be, which came from THE LAST, HE/SHE/HIM/HER/IT, GOD. * No, He can't do all the things that He wants to do even if He's almighty. (1) God can't lie. "In hope of eternal life, which God, that cannot lie, promised before the world began…" (Titus 1:2) "That by two immutable things, in which it was impossible for God to lie, we might have a strong consolation, who have fled for refuge to lay hold upon the hope set before us…" (Hebrews 6:18 ) (2) God can't deny Himself. To us, lying and denying is very simple to do but to God, He can't do that. In other words God is always true to Himself and His own character.
