No! The confusion is because of the translation error (Acts 2:31). In Greek 'hell' is 'gehenna' (lake of fire) which will be functioning only after the final judgment in the future (Revelations 20:11-15).

Hades or Sheol has two compartments--a restful place and a tormenting place (Luke 16:19-31). He went there to deliver the righteous people from the restful place and transported them to heaven (Ephesians 4:8-10). The rest will wait until the day of judgment (Revelations 20:13).
