1 Peter 3:18-20: For Christ also suffered once for sins, the just for the unjust, that He might bring us to God, being put to death in the flesh but made alive by the Spirit, by whom also He went and preached to the spirits in prison, who formerly were disobedient, when once the Divine longsuffering waited in the days of Noah, while the ark was being prepared, in which a few, that is, eight souls, were saved through water. 1 Peter 4:6: For this reason the gospel was preached also to those who are dead, that they might be judged according to men in the flesh, but live according to God in the spirit.
This story is not in the gospels. It was the author of 1 Peter who wrote of Jesus going down to preach to the prisoners in hell, at verse 3:18-19.
The last command of Jesus was to go out in the world and preach , and make disciples.
In the apostles creed, when Jesus descended into hell, it meant he went there to rescue those who through no fault of their own did not know Jesus. Answer: The Bible says that Jesus went to the grave to preach the Good News to the dead.
Jesus went to Heaven when he died on Earth, not Hell.

Jesus didn't visit hell because he has no right. Jesus is perfect and sinless so he can't go to hell. And anyway, who ever goes to hell can never come out and will have to die forever.

Jesus the Christ did not preach in Rome, but Paul the apostle went to Rome and preached about Jesus as did other men.
Our Lord Jesus Commissioned His Apostles to preach the Gospel. He Told them to go out & preach to all the Nations & Baptize then in the Name Of the Father, and Of the Son, and Of the Holy Spirit.
