Paul did not preach in Rome. Paul wrote the the "Epistle to the Romans" in Corinth because he couldn't get to Rome. The only time he went to Rome was for his 2 trials and execution. The only people he would be able to preach to were Roman guards and soldiers. The church in Rome was made up of people who were converted on the Day of Pentecost.
