Jews pray at any time. There are prayers for any and all occasions, including blessing your children, your home, your spouse, and your meal. The formal prayers for men using the prophylacteries are used at certain times, not at certain places. Just as Christians pray to God anywhere, so do Jews. There are certain prayers that are used at syangogue for corporate worship, but they are not exclusive to the structure.
