I would say in general, yes, knowledge of and obedience to laws is key to being an ethical worker—making sure you and your company don't get in any legal trouble is pretty important. It's worth pointing out, though, that oftentimes laws don't go far enough to protect vulnerable people, so it's often not enough to just follow the law. You have to have your own set of ethics, too, and remember that legality doesn't automatically equal morality.
