Yes, but dominion and rulership have been central issues since the beginning of human creation, and they continue today.

Satan's original rebellion was outlined in Genesis, where he convinced mankind that they could do better without God in their lives; supposedly making 'their own' decisions. (Genesis 3:4, 5; John 8:44) By listening to him , humans, in effect, turned away from their creator and made Satan their God. Believing they were thinking for themselves, they were actually following Satan.(Romans 6:16) ". . .Do YOU not know that if YOU keep presenting yourselves to anyone as slaves to obey him, YOU are slaves of him because YOU obey him... "

In his original challenge, Satan never argued that he was stronger than God, because he clearly was not. His claim was that God did not have the RIGHT to rule, that Satan could rule better and that he could get ANYone to turn against the Creator.(Job 2:4, 5)

Since then, Satan has been allowed to 'prove his point', using every form of government he could think of, and has been totally unsuccessful in bringing good to mankind. Satan has indeed been allowed to 'have dominion' over the earth, and is, infact, called 'the GOD of this world'(Matthew 4:8)(Luke 4:6+7)(2 Corinthians 4:4)(John 12:31, 14:30)(1 John 5:19) This is spoken of in Revelation where it says: "And the great dragon was cast out, that old serpent, called the Devil, and Satan, which deceiveth the whole world: he was cast out into the earth, and his angels were cast out with him." But soon, God will bring an end to his demonic leadership permanently(Revelation 20:1-10)
