Does it say anywhere in the bible about the dead walking the earth?

Matthew 27:52-53. However there is doubt as to whether they were alive. Some feel they were bodies that were thrown from the tombs (because of the earthquake when Christ died) and because they were above ground for several days they were seen by many from the city.

It's complicated.

When people today say "dead walking the Earth" they are most often referring to Zombies, animated corpses, or some other form of "undead creature". There are no such creatures in The Bible.

The Book of Ezekiel does have the famous prophecy of the bones rising from their graves, but in those prophecies, the flesh and skin reattach to the bones making fully realized and resurrected people. Their death was a just an intermediate stage (similar to sleeping). Therefore, people who were formerly dead will walk the Earth. A link has been provided to the Prophecy of the Dry Bones.
