Does it say in the bible how to stand up to a bully?

No. The word bullying is not found anywhere in The Bible.

However, several incidents of bullying are recording in the Bible. Isaac's mother bullied Ishmael's mother into leaving their home, though the term was never used. One of the prophets had to put up with teens who harassed him, and he prayed about it, and they were devoured by wild animals.

Also, principles that indirectly speak against bullying are in the Bible. We are to love our neighbors as ourselves, love even our enemies, and do unto others according to how we desire to be treated. We are not to kill anyone, and Jesus said that even being angry with someone without just cause is akin to murder. We are also not supposed to bear false witness, and lying on others is a type of bullying.

Even though I believe in the power of God's Word; it seems that if a teen is already bullying; I don't think a particular scripture will change them. It's already too late for 'scriptures'; otherwise they would not be doing it in the first place. The scriptures are not a magical charm, if they haven't been already.

Best thing is to let the authorities take care of it; ie school principals & counselors. They can use punishment; If that doesn't work, the LAW and police can administer some brute force.

You might see if you can take them to a prison, and have an inmate talk to them about the real life of a bully. That might do more than some scripture.

To say that the Word of God does not change a person's heart or strengthen a person when persecuted, is simply wrong. There are many Scriptures you can go to in time of stress or danger and I will attach a link below. But remember Jesus' words here:

Do not even the tax collectors do the same? 47 And if you greet your brethren only, what do you do more than others? Do not even the tax collectors do so? 48 Therefore you shall be perfect, just as your Father in heaven is perfect.

Whether the bully or being bullied, walking in Christ will reflect upon the heart and cause the mind to ponder. Prayer will help put an end to the problem, one way or another as God wills it for His purpose. Challenge the bullies to try to walk a mile in Jesus' shoes. Remember King David, as a teen faced an enormous bully in Goliath and preservered through God.

Christians are called to come out of this world and its ways. Remember, Jesus came to the 'lost' of this world. His only 'weapon' was the Word of God. He lived it fully and became our perfect example. Yes it is hard to rely solely upon the Scripture as our human nature instinctively drives us to 'revenge,' but this is the way of the god of this world. We are to avoid his ways at all costs.
