With a few exceptions, our civilization has abandoned the idea of arranged marriages long ago. Nobody should force anyone to marry someone that he/she doesn't WANT to marry. So, to answer your question: A black person and a white person should not be required to marry. However, if a black person and a white person want to marry, that's entirely the decision of the two of them.
