There are two things that need to be explained here before we can answer the question. Water baptism and the "great commission"

The "Great commission" is Jesus' command to go into the world and preach the gospel to as many people as possible. It is the message that salvation comes through Jesus and no other.

Water baptism is also commanded by Jesus. Baptism is and outward sign of what has gone on inside of a person. By going through baptism the person is saying to the world that I am a believer. I belong to Jesus. He is my master and Lord.

Now we can answer the question: After a person has responded to the great commission by accepting Jesus as Savior then he is baptized to proclaim that to the world.
