Monasteries, of known Religous orders- fall under the so-called Regular Clergy- such as Dominicans, Franciscans ( known as Friaries) and so on and these have a quasi-independent service life. There are even some conflicts between the regular (independent rule) clerics and the secular clergy- under the normal Diocesan chain ( or would it be rosary ) of Command. Kidding aside- it would be difficulat to start a new Religious house ( under an existing order, of course) given all of the crossfire concerning, among other hazardous waters- The Child abuse crisis. Many Monasteries- including the big one in Union City that published the Sign magazine ( which this writer did a few pieces) folded years ago. Even the convents, which have positive action service roles in schools and hospitals- have fallen on hard times- many have also closed. Back-scaling seems to be the current agenda. Indeed give the matter some serious thought!
