There is a twofold answer to this question. First, it is believed that Satan was cast out of heaven for his pride, taking 1/3 of the angels with him.

The second part of his punishment has not happened yet. According to the book of Revelation, he will be cast into the lake of fire (hell), where he will be tormented eternally with all those who rejected the salvation of the Lord Jesus.

Satan and his demons have not received their punishment, yet. At the present time, they are merely "restrained" from exercising their full power.

"...For if God spared not the angels that sinned, but cast them down to hell (tartarus- a condition of restraint, imprisonment or incarceration), and delivered them into chains of darkness, TO BE RESERVED UNTO JUDGMENT... the Lord knoweth how to deliver the godly out of temptations, and to reserve the unjust unto the Day of Judgment to be punished..." (II Peter 2:4-9).

"...the angels which kept not their first estate, but left their own habitation, He hath reserved in everlasting chains under darkness unto the Judgment of the Great Day." (Jude 1:6)

As a matter of biblical fact... God is going to allow His saints to decide the punishment of Satan and his angels at the Last Day.

"Do ye not know that the saints shall judge the world?... Know ye not that WE SHALL JUDGE ANGELS?" (I Cor.6:2-3)

God's plan isn't done, yet. He is presently using the restrained angels that sinned to teach man all about evil... so that man might appreciate the everlasting mercy of God that's coming at the Last Day.

God's annual holy Day of Atonement points to the day when Jesus returns to "lay the sins of the world on Satan's head," that He has been carrying for His special creation, man, all this time.

Jesus: "...shall lay both His hands upon the head of the live goat, and confess over him all the iniquities of... (the world)... and all their transgressions in all their sins, putting them on the head of the goat, and shall send him away by the hand of a fit man into the wilderness: and the goat shall bear upon him all their iniquities unto a land not inhabited..." (Lev.16:21-22).

"And I saw angel come down from heaven, having the key of the bottomless pit and a great chain in his hand. And he laid hold on the Dragon, that old Serpent, which is the Devil, and Satan, and bound him a thousand years..." (Rev.20:1-2).

The Judgment... and the punishment... is reserved for the Last Day.
