The League of Nations failed to help the Jews primarily due to its lack of enforcement power and the political complexities of member states. The Council and Assembly were often paralyzed by disagreements among member nations, which limited their ability to take decisive action against rising antisemitism. Additionally, the Permanent Mandates Commission, responsible for overseeing territories under League supervision, did not prioritize Jewish rights, often yielding to the interests of local populations and political pressures. Consequently, these institutional weaknesses left Jews vulnerable to persecution, particularly during the rise of Nazism in the 1930s.
The British didn't promise a homeland to the Jews. The League of Nations designated the Palestine territories of the Turkish Empire as the land for the Jewish homeland in 1922.
