Jewish tradition states that the Torah was given to Moses (Moshe) by God in 1312 BCE. On Sinai, God spoke the Ten Commandments and gave them to Moses in stone. God also taught him the rest of the Torah; and Moses wrote it during the sojourn in the wilderness, completing it before his death (Deuteronomy 31:24).
In addition to its laws, the Torah contains narrative of events which happened at that time (e.g. Exodus ch.5), and earlier events (Genesis), all of which were incorporated into it by God.
God also taught Moses the accompanying Oral Torah. Like the written Torah, it contains its laws (Mishna), plus narratives of events, lessons and discussions. The Sages included these in the Talmud because their purpose is to clarify the laws or to teach Torah-attitudes and background.
