They have to reach enlightenment, they having to lead a life of selflessness and unattachment... The first person to even reached enlightenment was Buddha.... since then countless people have reached it and returned ( at least in Mahayana teachings) as Bodhisattvas. Buddha is reveres as he reached enlightenment on his own, without instruction.
