The Church of Jesus Christ of Latter-day Saints (commonly called the "Mormon" church) chooses land for their churches based on a variety of factors. Local zoning laws, accessibility, street traffic, size, and price are all taken into account. Because the church is organized geographically (rather than members attending whichever congregation they like best), the building needs to be in the neighborhood of those who will attend. The land needs to be zoned by the city for large non-residential buildings, and preferably allow for a steeple. It also needs to meet traffic and building laws by having enough entrances to a parking lot, enough space for parking, space to expand the building's size in the future (if necessary), access to utilities, etc.

The best way is when in build mode choose terrain tools is to choose either level land (which will level a certain area of your choice) or flatten lot. (Be careful, if there's objects a hole will form around them, so level land is usually your best bet.)
