Depends on who you ask and what you're defining as "suffering".
Some would say that you can't define suffering without knowing joy (and vice versa), therefore they are just necessary parts of the human condition, a by-product of free will
Some would say that its the fault of bad evolution. Since evolution is a blind force, sometimes the results just come out stupid. These eventually die out or in turn evolve to a point that the stupidity is generally compensated for.
Some would say that suffering is just one way we define the patterns of sensations we get as a result of the production and reduction of certain neuro-transmitters
Some would say that pain just "happens". I drop a rock on my foot, it hurts. It keeps me from dropping rocks on my foot in the future (or at least makes me more careful). Likewise, emotional suffering prevents me from making the same dumb decisions repeatedly.
And some would wonder how a believer rationalizes suffering, since it seems an odd mix that an all-loving, all-powerful, all-knowing god would allow suffering to exist unless he was actually a sadist and derived pleasure from the pain of his creations.
Followers of some religions treat non-believers with disdain, and openly wonder why they fail to see the truth. Some seek to aggressively proselytise to the non-believers and show signs of frustration when their apparently straight-forward information is rejected. Other accept the absolute right of non-believers to follow their own religion, or to follow no religion, and treat the non-believers with tolerance and respect. Apart from this, non-believers may be affected by national or state laws that are based on religious beliefs and limit the freedom of non-believers.
