Several of the basic rules of ethics within healthcare is not only making the saving of life's and the promotion of health as a first priority, but to refrain from immoral and illegal practices, and report illegal actions of others to the proper authority. It is the staff's responsibility to maintain a competent level of skill consistent with their occupations. The incidence within the scenario was bought to Dr. Do Right's attention and he performed his ethical duties by initiating an investigation. Even though Dr Do Right reported the incidents to the Regional Director Compliance Manager and Executive Committee in January 2009, two years later there were no results from that investigation and patients were still passing away (Halbert & Ingulli, 2012).

Dr. Do Right's ethical duties were not fulfilled, due the fact that he was passive aggressive for two years while still noticing patients were dying. It was his ethical duty to follow up on the investigation on a regular base, initiate an even more aggressive plan of action, and if necessary, involved a third party entity. Dr. Do Right should have made sure all proper procedures were enforced when it came down to the internal investigations, documentation, employees reporting ethical violations, and the clarifying of every employee's role and responsibility within the hospital (Halbert & Ingulli, 2012).
