In the Catholic church the man and woman getting married administer the sacrament to each other, the priest, deacon or bishop is just the church's official witness, and confers the blessing on the marriage.

The spouses confer the Sacrament on each other, but the blessing of the priest is necessary for validity.

From the Catechism of the Catholic Church:

" According to Latin tradition, the spouses as ministers of Christ's grace mutually confer upon each other the sacrament of Matrimony by expressing their consent before the Church. In the tradition of the Eastern Churches, the priests (bishops or presbyters) are witnesses to the mutual consent given by the spouses,124 but for the validity of the sacrament their blessing is also necessary.125" (CCC 1623)

The couple themselves administer the sacrament in their vows. The priest or deacon witnesses their consent to marry in the presence of the Church.

The priest pronounces them husband and wife, but the man and wife say their own vows.
