If the Pharoah was what we would call the President, then Joseph was the Prime Minister, and to all intents and purposes he was the boss:-

Gen 41:40-43 KJV Thou shalt be over my house, and according unto thy word shall all my people be ruled: only in the throne will I be greater than thou. [v. 41] And Pharaoh said unto Joseph, See, I have set thee over all the land of Egypt. [v. 42] And Pharaoh took off his ring from his hand, and put it upon Joseph's hand, and arrayed him in vestures of fine linen, and put a gold chain about his neck; [v. 43] And he made him to ride in the second chariot which he had; and they cried before him, Bow the knee: and he made him ruler over all the land of Egypt.

Gen 41:46 KJV And Joseph was thirty years old when he stood before Pharaoh king of Egypt. And Joseph went out from the presence of Pharaoh, and went throughout all the land of Egypt.

According to Henry M. Morris in "The Genesis Record " (Baker Book House 1976) Joseph was 17 went he was first taken to Egypt and 30 when he was "placed in charge of Egypt's grain preservation program."

Genesis 41 says Joseph was 30 years old when he became a ruler in Egypt. Joseph was seventeen when he dreamed that his brothers would bow down to him.

Joseph's brothers came to him after seven good years of prosperity and growth and seven years of famine. Joseph was about 44 years old before his dream came true. It took 27 years for Joseph's dream to come true.
