If God created angels to worship Him why did he create man?

God didn't create angels just to worship Him.

"Are they not all ministering spirits, sent forth to minister for them who shall be heirs of salvation?" (Heb.1:14 KJV)

The New International Version says it this way: "...Are not all angels ministering spirits sent to serve those who will inherit salvation?"

God created the angels to help men achieve salvation. - (eternal life).

Man was made to be born into God's growing family. Over and over God calls man His children. God's plan is to "reproduce Himself"... and man has been "fruitful and multiplying" from the beginning... just as God commanded him.

"...So God created man in His own image, in the image of God created He him; male and female created He them. And God blessed them, and God said unto them, Be fruitful and multiply..." (Gen.1:27-28).

Sometimes the wording of The Bible seems too simple for man to comprehend... too simple for him to grasp. Yet the Truth is there for anyone with the eyes to see it:

"The Spirit itself beareth witness with our spirit, that WE ARE THE CHILDREN OF GOD: and if children, then HEIRS; heirs of God, and joint-heirs with Christ; if so be that we suffer with Him, that we may be also glorified together." (Rom.8:16-17).

And the angels were created to help man's character growth and development (spiritual knowledge, wisdom and understanding of God's Word) to become members of God's family. But man hasn't inherited yet... he is only now an "heir."

"Now I say, That the heir, as long as he is a child, differeth nothing from a servant, though he be lord of all; but is under tutors and governors until the time appointed of the father." (Gal.4:1-2)

The angels were created to "serve" (tutor and govern) God's begotten children (His heirs) until their "appointed time" to obtain their inheritance.

"...one in a certain place testified, saying, What is man, that thou art mindful of him? Or the son of man, that thou visitest him? Thou hast made him a LITTLE LOWER THAN THE ANGELS (as an heir is beneath his servants until his appointed time); thou crownedst him with glory and honour, and did set him over the works of thy hands; thou hast put all things in subjection under his feet." (Heb.2:6-8)

"...when the fulness of time was come, God sent forth His Son, made of a woman, made under the law, to redeem them that were under the law, that we might receive THE ADOPTION OF SONS. And because ye are sons, God hath sent forth the Spirit of His Son into your hearts, crying, ABBA, Father. Wherefore thou art no more a servant, but a son; and if a son, then an heir of God through Christ." (Gal.4:4-7)

Men are not yet "inheritors"... but still "heirs"... under the mentoring of angels sent from Christ to minister to God's heirs of salvation.

"...For in that He putteth all in subjection under him (man), He left nothing that is not put under him. But now we see NOT YET all things put under him..." (Heb.2:8).

All things must include the "universe." Yet, man is still "earth-bound" and not yet able to subdue and conquer the stars. Man is still an "heir"... not an "inheritor."

"...But we see Jesus, who was made a little lower than the angels for the suffering of death, crowned with glory and honour; that He by the grace of God should taste death for every man. For it became Him, for whom are all things (the universe), and by whom are all things, in bringing many sons to glory, to make the captain of their salvation perfect through sufferings. For both He that sanctifieth and they who are sanctified are all of one: for which cause He is not ashamed to call them brethren (brothers)." (Heb.2:9-11)

Angels are the "mentors" (tutors and governors) of God's heirs - man.

The Book of Revelation portrays angels as constantly worshipping God, along with 'elders' and strange beasts. For example, Revelation 4:10: " The four and twenty elders fall down before him that sat on the throne, and worship him that liveth for ever and ever, and cast their crowns before the throne, saying, Thou art worthy, O Lord, to receive glory and honour and power: for thou hast created all things, and for thy pleasure they are and were created." Verse 14:3 "And they sung as it were a new song before the throne, and before the four beasts, and the elders ..." Verse 15:3 "And they sing the song of Moses the servant of God, and the song of the Lamb, saying, Great and marvellous are thy works, Lord God Almighty; just and true are thy ways, thou King of saints." Based on the evidence of Revelation, God could enjoy being incessantly worshipped without the need for man.

Genesis 1:27 might give us a clue, when God makes man in his own image. Perhaps being worshipped eternally was not enough, and having humans who are in some way his very image might have appealed to his pride.
