This is because a Catholic can only validly contract the sacrament of marriage in the Church and to another Catholic. Catholics are obliged by their faith to contract a sacramental marriage with a member of the Catholic Faith. Sometimes a dispensation can be gained to marry a baptized Non-Catholic, however, this ceremony must still be preformed in the Church and witnessed by a Catholic priest.
