In order for a Catholic practicing the Roman rite to be ordained a Ukrainian rite priest he would have to receive permission from his local ordinary to change rites. Once he had permission and changed rites he would then be a practicing Ukrainian Catholic and thus could be ordained in that rite. A priest from a different rite can celebrate mass in the parish of a different rite provided he has permission from his superior and the local ordinary. Usually this would not be done unless there was some necessity or shortage of priests. Some priests are given the rare privilege of being able to celebrate mass according to two different rights.

Basically, unless he has become the official parish priest, it is safe to assume that he is still a priest in the Ukrainian rite and is probably just acting as a visiting priest, and "visiting" can be interpreted quite liberally. If he is now the parish priest, it would only be proper that he switch to the rite that is proper to that parish.
