No one really knows. Different denominations have different beliefs. I believe (no pun intended) that the Catholic belief is that new born babies who have not been baptized go to limbo (I'm not positive on what their position is for those who have been baptized); most Protestant denominations hold that there is no such thing as purgatory, and believe that a newborn would go immediately to heaven (this belief is largely based on Jesus saying "Suffer the little children to come unto me, and forbid them not, for theirs is the kingdom of Heaven.").
In my personal interpretation of the Bible, the baby goes to heaven because it never got the chance to know right from wrong or know about Jesus.
