First, God does know about what your are thinking. However, a sinful thought is not usually evil in itself - it is a temptation to evil. (Remember that Jesus himself was tempted). Now if you feel hatred or contempt towards someone without just cause, perhaps because they are of a different race, and you dwell on that and make it part of your attitudes - that is evil, because your attitudes will drive your actions.
