Everything is not predestined in The Bible. God has made promises in the Bible that WILL come true (Isaiah 55:10, 11) But he did not predestine everything. For example throughout the Bible he encourages people to trust in him, that wouldn't make sense if he already knew what is going to happen and what decisions we were going to make.
However, that doesn't mean he will grant ever prayer made to him because it has to be in line with his will and purpose (1 John 5:14).
I hope that helps a little.
Answer:
The use of predestinate in the Bible is limited to those whom God is calling now to know and understand His Truth... His Word. These "predestinated" ones are in training during this "dispensation of time" to prepare themselves, in obedience to His instruction and discipline, to one day co-rule the Kingdom of God with Christ at His second coming.
"...he that overcometh, and keepeth My works unto the end, to him will I give power over the nations: and he shall rule them with a rod of iron..." (Rev.2:26-27).
"...the saints of the Most High shall take the Kingdom, and possess the Kingdom for ever, even for ever and ever... judgment was given to the saints of the Most High; and the time came that the saints possessed the Kingdom..." (Dan.7:18 & 22).
"Then shall the King say unto them on His right hand, Come, ye blessed of My Father, inherit the Kingdom prepared for you from the foundation of the world..." (Matt.25:34).
"The Spirit itself beareth witness with our spirit, that we are the Children of God: and if Children, then Heirs; Heirs of God, and joint-heirs with Christ; if so be that we suffer with Him, that we may be also glorified together." (Rom.8:16-17)
"...we know that all things work together for good to them that love God, to them who are called according to His purpose. For whom He did foreknow, He ALSO DID PREDESTINATE TO BE CONFORMED TO THE IMAGE OF HIS SON, that He might be the Firstborn among many brethren." (Rom.8:28-29)
In the very few instances in the Bible of the use of "predestination"... it is always in conjunction with those whom God is calling to prepare for positions of rulership [offices of leadership as "kings and priests" of God] in the Kingdom of God on earth with Christ [the 'mansions' Jesus is preparing for them].
Jesus Christ is making: "...us unto our God kings and priests: and we shall reign on the earth." (Rev.5:10)
"Moreover whom He did predestinate, them He also called: and whom He called, them He also justified: and whom He justified, them He also glorified. What shall we then say to these things? If God be for us, who can be against us?" (Rom.8:30-31)
"According as He hath chosen us in Him before the foundation of the world, that we should be holy and without blame before Him in love: having predestinated us unto the adoption of Children by Jesus Christ to Himself, according to the good pleasure of His will..." (Eph.1:4-5).
"That in the dispensation of the fulness of times He might gather together in one all things in Christ, both which are in heaven, and which are on earth; even in Him: in whom also we have obtained an inheritance, being predestinatedaccording to the purpose of Him who worketh all things after the counsel of His own will: that we should be to the praise of His glory, who first trusted in Christ." (verses 10-12)
There is no passage in the Bible, regarding predestination, that alludes that anyone is "predestined to be lost." It is always in conjunction with the "called-out-ones" of God... His "elect"... whom He is calling to attain to the "first resurrection" at Christ's second coming, to become the first generation of God's Children. The trained leaders of God's future Family and of His House... the coming Kingdom of God.
"Blessed and holy is he that hath part in the first resurrection: on such the second death hath no power, but they shall be priests of God and of Christ, and shall reign with Him a thousand years." (Rev.20:6)
It's these "predestinated" ones that God is calling now, who shall lead and guide all the blinded and deceived nations of the earth in the righteous ways of God, later... when man's allotted time of Godless and errant rule on earth is done.
