An answer would really be assuming too much seeing that we have never been told that heaven is actually hovering there over the earth or that hell is hanging out beneath it. There are thousands of known galaxies out there. There is nothing saying that either one would even be in ours, if they are in fact they are even actual physical places.

What no one seems to realise is that the whole 'heat rises to the top' thing would have no place in space, where there is no 'top', no 'up'. The heat we have on Earth is due to the presence of our Sun.
Logically, then, Heaven must be far enough from our Sun, or another star like it, to maintain a comfortable temperature--what, with it being a 'perfect' place and all that. Thus, Hell is likely too close to one such star--possibly inside it--enough so that it is perpetually hot and 'full of fire', or some such.
However, this sort of question may only be answered in speculation.

can you please clarify what you mean, do you mean that the front heater blows cold but the rear blows hot or do you mean that when the heating is on cold it blows hot? many thanks paul
When we call something hot we mean that its temperature is high, and when we call something cold we mean that its temperature is low.
