Even though there is no scientific proof to that, some Buddhists say that the population of the world doesn't really increase because increasing human population means that the population of some other animal or thing is going down. The human being is seen to be one of the higher creatures on earth and therefore being good as a rock (whatever that means) is manifested in being reborn as a human.

But then the question is, if things become human because they led such good lives, why then are there still so many people who are set on nothing but bringing pain and sorrow on other people? I mean, if you are rewarded for doing something good, won't the nature of the being cause it to be a better being?

Who decides what animal etc a Buddhist will be reborn as?

There is no "who" (god or gods) deciding anything in Buddhism.
