In the gospel of Luke chapter 14, immediately before this parable is told, Jesus is eating at the house of a Pharisee, maybe somewhere in Galilee. Probably he is still in the same place when he tells the story of the lost son. The parable is directed at the scribes and pharisees.

The parable is a story it did not actually happen. Maybe Jesus was somewhere in Judea when He told the story Luke chapter 10 because later on in the chapter He is in Bethany, but we cannot be sure about that.
