There is an association with the number of man from the Creation account as '6' and this is a triple repetition of it. But The Bible never says the number 666 is the number of the devil but of the 'beast' out of the Earth.

Revelation 13:18New International Version (NIV)

18 This calls for wisdom. Let the person who has insight calculate the number of the beast, for it is the number of a man. That number is 666.

This is telling us that an evil man will come and use this number as 'control' to have the people of the Earth follow the 1st beast out of the Sea. Without this 'mark of the beast' one may not do any commerce - buy food, water, gas, etc.

It was in the 1st Century when a disciple of John named Polycarp first derived a word 'Latineos' meaning Roman from adding up the number equivalents in the Hebrew. This tradition has expanded and carried down through the years.

It is neither, 666 is the number of the beast's name as shown in NKJV Revelation 13:18.
