Is Mark chapter 13 verses 14 through 27 a reference to the tribulation?

Yes, at least to the dramatic events leading up to the Second Coming that the author anticipated within his own lifetime. Jesus describes the destruction of the Temple in 70CE, the civil war that raged in Jerusalem even as the Romans besieged from without ("brother shall betray brother to death") and utter desolation. These things had happened at the time of writing, and the author of Mark believed they surely meant the second coming of Jesus was nigh. In this gospel, Jesus says that he will return in clouds of glory within the lifetimes of some of his listeners, but be prepared because no one can know the day.

There is an introductory prophecy in verse 9:1, when Jesus says that some of those who stood there shall not taste until they say the kingdom of God come with power. The two prophecies are also linked through the framework parallel structure of Mark's Gospel, where they form the pair X, X':A . John explains the coming of Jesus (Mark 1:1-8)

Mark's gospel originally ended at verse 16:8, with the young man telling the women that Jesus was risen (event A' in the above table) and the women fled in terror, telling no one. With no appearances of the risen Jesus, the second prophecy of Jesus' return in clouds of glory had to be made before the crucifixion and is therefore placed in chapter 13.
