I'm not exactly sure if it is biblical related but most associate it with eternal ruler which could be like an attribute to god. God is the an eternal leader so being given the name of an attribute to god is a way of respect for god.
It depends on your point of view ! Some people claim there is an omnipotent being called God who made everything. Others attribute the creation to science and natural forces.
If you believe in God, then God made everything, right? By definition? But we understand very well where tornadoes come from; there's no reason to be invoking the supernatural for this or any other natural disaster.
