No, although it is offensive to some people. It is not recommended to be said in formal situations, though.
What the hell! why would that be bad to say! I mean if you said it to a Catholic person or a Christian that would be bad, but if you said it to a person with no religion then no big deal!

It is casual language, and it really isn't the worst thing you can say. But having religion really has nothing to do with this; the phrase is common and crude, vulgar. It really depends on your situation and your audience. Some people wouldn't give this any thought, and that's ok for them. But it wouldn't be the kind of thing you would say in a more formal setting, or among people whose opinion of you is important. A good test: If the president said this during a press conference, it would reflect badly on him, and rightly so.
"Heck" is a minced form of "Hell." Neither of them is a bad word. The use of Hell as an oath, however, is considered blasphemous.
Hell, and a few other words, is generally considered profanity when used when not talking about the place. The Bible in Ephesians 5:4 says "There must be no filthiness and silly talk, or coarse jesting, which are not fitting, but rather giving of thanks." and Ephesians 4:29 says "Let no unwholesome word proceed from your mouth, but only such a word as is good for edification according to the need of the moment, so that it will give grace to those who hear."

So we should only speak words that pleasing to God and that aren't offensive to others.
No it is not a bad word to use in everyday speech. "Hell" is a mythical place where devils and other unknown evil is said to lurk. People use "Hell" all the time in everyday chatter such as; What the Hell, Hell of lot, No chance in Hell, and etc. However some christian's may disagree.
