At that time, Poland did not exist. It had been partitioned between the Kingdom of Prussia (later part of Germany), Austria (later part of Austria-Hungary), and the Russian Empire in 1795. Those living in the portions then in the possession of Germany and Austria-Hungary would have been fighting with the Central Powers, while those living in the portion controlled by Russia would have been allied with Russia, France, England, etc. It was at the end of WWI that Poland was restored as the Second Polish Republic in 1918. World War II was begun when Germany invaded Poland in September of 1939.

It appears you are inquiring about Austria. Austria's history dates back to pre-historic times. It had many tribes of various origins until Rudolf of Hapsburg gained possession in 1278. Austria emerged as the continent's dominant power from the Congress of Vienna in 1815. The Austro-Hungarian Compromise of 1867, or Ausgleich (in German) Kiegyezés (in Hungarian), was a compromise following Austria's defeat in Italy and Germany, which gave Hungary it's own parliament, yet retained Francis Joseph as King of Hungary (he was the Emperor of Austria at the time). This created a dual monarchy. World War I saw some political changes in Austria's government. Austria, now separate from Hungary, was proclaimed a republic in 1918, and the monarchy was dissolved in 1919. A parliamentary democracy was established by the constitution of Nov. 10, 1920. On March 12, 1938, German troops occupied Austria and it was annexed to the Third Reich. Following World War II the United States and Britain declared Austria a liberated people, but Russia prolonged the occupation. Austria finally gained independence on May 15, 1955 after making state treaties and declaring a permanent neutrality. Presently Austria's political landscape is marked with much political infighting and upheaval, although according the 2010 Mercer Quality of Living worldwide city rankings, Vienna retains the top spot as the city with the world's best quality of living.

Very small. when the colonialism happened, the Czech Republic was part of Austro-Hungarian Empire and that wasn't a colonial empire. After WW1 and thus independence czech republic wasn't really a migrant target. To sum up it's not that the people there are racist, there just never were any Africans to begin with.
