It depends whether you take the word "speak" to mean preach, or just talk. It also depends whether you take that as the personal opinion of the writer or God's opinion.
It may have a point in that women tend to use words more readily than men, in remaining silent in church perhaps women would swallow their pride, which would bring them closer to God. That's just a possible view though, no disrespect intended towards women (They might beat me up).
