No, God's highest created being by far is Jesus Christ, who in heaven is known by the title of Michael the Archangel. Under him are the seraphs. Under them are the cherubs. Then the myriads of angels. Satan was a cherub. Although full of power, wisdom and beauty and holding a very high position, it certainly was not the highest, as he was not even a seraph.

Once sin was in place, humankind was doomed to die forever, (Romans 5:12) unless God intervened…which he did, with Jesus. (Romans 6:23)

Because of the forgoing, many believe that Satan is NOT'God's highest created being', but rather the most disloyal, self serving and murderous creature in existence.
