The relating of the events of the Exodus on the night of 15 Nissan is a Torah-command. But the precise wording of the Haggadah is not prescribed in the Torah. In very ancient times, each family could be relied upon to do so properly. After the First destruction, when knowledge had decreased, the sages set certain parameters for the Haggadah; and its main portion was finalized in its present form in Yavneh, some 1900 years ago. Some minor portions, like a few of the songs at the end, were added later.
