The pope is the highest bishop of the church. all bishops are equal in their capacity to do things, like confirm people, consecrate other bishops, ordain deacons and priests, etc. However the Pope is both the Bishop of Rome, the Patriarch of the Western church, and the Vicar of Christ. While he is all these things, he is still a bishop. or more accurately an Arch-Bishop (a bigger arch bishop is a patriarch).

The difference is mainly in regards to authority and jurisdiction; a bishop usually oversees a diocese, a specific area, for which he is responsible for the fostering of the Faith, meeting the needs of Catholics, communicating with the state, ordaining clergy, managing religious orders, and determining candidates to the episcopacy. A pope has global authority and jurisdiction and can intervene in any diocese, though such micro-managing is avoided unless intervention is necessary. As well, he also has papal powers of promulgating documents that can be 0new religious orders, suspending obsolete or bad movements, approving proposed episcopal consecrations, dealing with world leaders, etc.
