The pope is the highest bishop of the church. all bishops are equal in their capacity to do things, like confirm people, consecrate other bishops, ordain deacons and priests, etc. However the Pope is both the Bishop of Rome, the Patriarch of the Western church, and the Vicar of Christ. While he is all these things, he is still a bishop. or more accurately an Arch-Bishop (a bigger arch bishop is a patriarch).
