In its simplest application... it means that God's elect must separate themselves from the sins, cares and machinations of the world that cause them to be separated from Him.

Revelation 17 and 18 are summary chapters [overviews] about man's worship of government [his preoccupation with the worship of church and state], since the post-flood establishment of Babylon and the world-ruling empires that succeeded her. While the names of the empires have changed... until Jesus returns to earth with the Kingdom of God... the systems of governments extant in the world are still "Babylonian" at their roots.

The Bible [the Truth - John 17:17] reveals that Satan the Devil is the god of this world, to whom Adam and Eve sold themselves and their children in the beginning [they gave to him their obedience and worship, which separated them from their Creator].

As a result: the Bible tells us that ALL THE GOVERNMENTS OF MAN BELONG TO SATAN... and that he gives the power and authority of his governments to whomever he wants to. But men must pay a price for this worldly power:

"...the Devil took Him [Jesus]... and showed Him ALL THE KINGDOMS OF THE WORLD and their splendor. 'All this I will give you,' he said, 'if you will bow down and worship me.'" (Matt.4:8-9 NIV)

God gave the earth to man... and man gave it to "...the Dragon; that old serpent, called the Devil, and Satan, which deceiveth the whole world" - [Rev.12:9]. And mankind has been in servitude to him ever since... in dire need of redemption and salvation [although men are mostly utterly unaware of it... and/or refuse to believe it].

Coming out of her [out of Babylon] is a call to those who believe to cast off the oppressive cares and concerns... the wicked pulls and influences of the world that distract and separate men from Him. Coming out of Babylon and the world is placing all one's trust and faith in Jesus Christ -- the One who told Satan what he can do with his "beastly" governments:

"...Away from Me, Satan! For it is written: 'Worship the Lord your God, and serve Him ONLY.' Then the Devil left Him, and angels came and attended Him." (verses 10-11)

It's the cares and concerns of this passing, dying, Satan-guided world that chokes out the message and Truth of God's Word from the hearts of His people.

Read the commentary of Revelation 18, regarding the vile, all-consuming Satan-led goverment system of man that God calls Babylon. It's truly something worth "coming out of" to God's Children:

"...Fallen! Fallen is Babylon the Great! She has become a home of demons and a haunt for every evil spirit, a haunt for every unclean and detestable bird. For all the nations have drunk the maddening wine of her adulteries. The kings of the earth committed adultery with her, and the merchants of the earth grew rich from her excessive luxuries. Then I heard another voice from heaven say: 'COME OUT OF HER, MY PEOPLE, SO THAT YOU WILL NOT SHARE IN HER SINS, so that you will not receive any of her plagues; for her sins are piled up to heaven, and God has remembered her crimes." (Rev.18:2-5 NIV)

Coming out of her... is removing one's trust and faith in man's Satan-owned governments... understanding that the leaders of men under Satan's influence aren't going save the world... and placing their faith and trust in the One who overcame it all -- Jesus Christ; the One who defeated the prince and ruler of man's kingdoms. The One who... upon His return... is going to smash them all into wind-blown dust... and establish His Government on earth.

Coming out of her... is placing all one's worldly cares and concerns squarely into the hands... and upon the shoulders of Jesus Christ, the coming King of God's Government.

"For unto us a child is born, to us a Son is given, and THE GOVERNMENT WILL BE ON HIS SHOULDERS. And He will be called Wonderful Counselor, Mighty God, Everlasting Father, Prince of Peace. OF THE INCREASE OF HIS GOVERNMENT and PEACE THERE SHALL BE NO END... establishing and upholding it with Justice and Righteousness from that time on and forever. The zeal of the LORD Almighty will accomplish this." (Isa.9:6-7 NIV)

Coming out of her... is taking the nourishing Words of God's Truth into one's heart, mind, spirit... and allowing it, through submission and obedience to it; [faith and trust in His Holy Spirit], to take root within... to grow in Godly character, through Christ, to overcome the world and its wicked pulls and influences.

"...Some people are like seed along the path, where the Word is sown. As soon as they hear it, Satan comes and takes away the Word that was sown in them.

"Others, like seeds sown in rocky places, hear the Word and at once receive it with joy. But since they have no root, they last only a short time. When trouble or persecution comes because of the Word, they quickly fall away.

"Still others, like seed thrown among thorns, hear the Word; but the worries of this life, the deceitfulness of wealth and the desires of other things come in and choke the Word, making it unfruitful.

"Others, like seed sown on good soil, hear the Word, accept it, and produce a crop -- thirty, sixty or even a hundred times what was sown." (Mark 4:15-20 NIV)

These last 'others' are those whom God is "calling out."

Coming out of her... is saving yourself from the plagues coming upon the world and all of its wicked governments and ways when Jesus Christ returns [in the next chapter: Rev. 19].

"I have told you these things, so that IN ME YOU MAY HAVE PEACE. In this world you will have trouble. But take heart! I HAVE OVERCOME THE WORLD. (John 16:33 NIV)

Coming out of the world is forsaking the ways of the world and Living anew in Christ.

"Or don't you know that all of us who were baptized into Christ Jesus were baptized into His death? We were therefore buried with Him through baptism into death in order that, just as Christ was raised from the dead through the Glory of the Father, we too may live a New Life." (Rom.6:3-4 NIV)

"Therefore do not let sin reign in your mortal body so that you obey its evil desires..." [that are the commandments and dictates of the world God is calling His people out of] (verse 12).

"Coming out of her"... is repenting of the evil ways of the world in which we all live. It's learning, striving and overcoming through Christ's teachings, to live in obedience to our Creator, that we might save ourselves from Babylon's coming plagues... and Live Eternally.

"Therefore in one day her plagues will overtake her: death, mourning and famine. She will be consumed by fire, for mighty is the Lord God who Judges her." (Rev.18:8 NIV)

"...for our God is a consuming fire." (Heb.12:29 NIV)

God's plea to: "...Come out of her, My people..." is God's "Word to the Wise" to "SAVE THEMSELVES from the wrath to come."

For all men shall receive one of two possible baptisms: the baptism of the Holy Spirit -- or the one with fire.

"...O, generation of vipers, who hath warned you to flee from the wrath to come? (Matt.3:7 NIV) [The wrath warned of in Revelation 18... along with the warning to come out of this world's Babylon]

"... I indeed baptize you with water unto repentance: but He that cometh after me is Mightier than I... He shall baptize you with the Holy Spirit, and with fire: whose fan is in His hand, and he will thoroughly purge His floor, and gather His wheat into the garner; but He will burn up the chaff withunquenchable fire." (verses 11-12)

"Coming out of her"... is alert vigilance on the part of God's "called"... in conjunction with unceasing prayer:

"Be ALWAYS ON THE WATCH, and PRAY that you may be able to escape all that is about to happen [to the earth's wicked Babylonian system of government], and that you may be able to stand before the Son of Man." (Luke 21:36 NIV)

That's "coming out" on the other side of God's plan, ALIVE. God had John write it down for His "called-out-ones" [His "ekklesia"; His "church"] to cling to His Truth [the Bible] in Christ, against the Day of His return to earth in His fiery wrath.

"Blessed is the one who reads the Words of this prophecy, and blessed are those who hear it and take to heart what is written in it, because the time is near." (Rev.1:3 NIV)

ANOTHER ANSWER

Revelation 18:23 gives us a clue as to who Babylon is. In this verse it states that the "light of the candle" and the "voice of the Bridegroom" will not be seen or heard in Babylon ANYMORE.

Who is referred to as the "Bridegroom" in the Bible? Christ Jesus. And if He WAS heard in her before, then Babylon must be a professing Christian church, that has fallen due to it turning away from the truth of God's Word.

More clues as to who Babylon is, are found in Revelation 17, where it says that Babylon is clothed in Purple and Scarlet. She is decked with Gold and Precious Stones. She has the blood of Christians on her hands, and kings of the earth support her with her evil deeds.

Some say this points to the Roman Church, as her main colours are Purple and Scarlet. And she has the blood of millions of Christians on her hands from the dark ages, and she is a very wealthy church. Also leaders from all over the world support and seek guidance from this church.
