To receive the baptism of the Holy Spirit, you must first do two things: repent, and be baptized with water.

On the day of Pentecost, when the disciples were given the Holy Spirit, Peter told the murders of Christ: "...Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Spirit." (Acts 2:38)

John the Baptist once told a group of unrepentant Pharisees and Sadducees who came on a "fact-finding" mission to one of his baptisms: "...O generation of vipers, who hath warned you to flee from the wrath to come?... I indeed baptize you with waterunto repentance: but He that cometh after me is mightier than I, whose shoes I am not worthy to bear: HE SHALL BAPTIZE YOU WITH THE HOLY SPIRIT, and with fire..." (Matt.3:7-11).

Being baptized with the Holy Spirit is the third step of a three-step process. We do the first two steps... repent of sinning and being baptized with water - God performs the third one.

Luke 11:13 tells us that if we, although being wicked, know how to give good gifts to our children, how much more so will the Father in heaven give holy spirit to those asking him?(James 1:5-8)But we are also told that to be heard, we must pray through Jesus' name (John 14:6+16:23-24),be acting in accord with God's will(1 John 5:14), asking for the right reason and out of a pure heart(James 4:1-3)(Proverbs 15:29) (John 9:31) and keep praying until we get an answer(Matthew 7:7). When the disciples received holy spirit from God, they were in the midst of praying and asking for strength to continue doing God's work here on earth(Acts 4:24-31). He supplied holy spirit so that the 'good news' could be preached in other languages, to as many people as possible.(Matthew 28:19+20)(Matthew 24:14)

There are so many verses in the New Testament that explain the fact that all that is needed is belief "Therefore I tell you, whatever you ask for in prayer, believe that you have received it, and it will be yours." Mark 11: 24.

The Holy Spirit comes in as soon as you ask Jesus to come into your life/heart. Visualise this as a pilot light; read the gospels, particularly John, where in chapter 20 we read how Jesus breathed on His disciples - to me this was the beginning of the Holy Spirit being given to mankind. In chapter 1 of John we read how the power was given for man to become sons of God. So already we are part of God's family and He doesn't want anything withheld from His children.The first chapter of Acts describes the promise of Power, and we go on to read how the Holy Spirit 'fell' on the praying disciples. So here we have the full flow of the Spirit and the demonstration of God's power through the Spirit.

Going back to the first verse I quoted above, this is the way we go on to 'receive/ be baptised by' the Holy Spirit. Believe, and speak in tongues, it's yours, it's already given; no need to wait for feelings, or a special event, or anything else. All these things can help our faith to receive and believe, but it's the same as all of God's gifts to us - they have already been given.
