According to the Catechism of the Catholic Church, the base rule for who can be baptized is "Every person not yet baptized and only such a person is able to be baptized." http://www.scborromeo.org/ccc/p2s2c1a1.htm#1246 Given that children with one non-Catholic parent are regularly baptized, I would imagine it is possible, but if the divorced parent re-married, without annulment, the other parent of the child then there would be grave concerns about the likelihood of the child being raised in the Faith. Most priests would not agree to such a baptism. If the parents were divorced after the child was conceived, or if the divorced parent also has an annulment, then I can't think of any reason that the child could not be baptized.
Anabaptists believe that a person can only be Baptized upon valid confession of faith in the Lord Jesus Christ. Thus they do not Baptize infants and so have this in common with what the Baptists teach. The word anabaptist is really a derogatory label (meaning to Baptize again) given them by their opponents who believed in infant Baptism such as the Roman Catholics and Lutherans and so they were seen as applying a second Baptism as most of their followers (except a few that grew up as such) would have been Baptized as babies. I would say that the above answer is true, as baptists come from anabaptists, who baptized the christened, though we, as baptists, are only baptized once, as the catholic christening is not as popular as it was in the old days.

Yes! In the United Methodist Church, Baptism is understood as an action of God imparting grace (freely given love) to the one Baptized. United Methodists understand that God gives God's love to everyone. We call that prevenient grace, which is grace that goes before our awareness of or response to God's love. God acts first. Therefore, God's love is freely given regardless of a child's parents' marital status. Baptism is also understood as taking place within the context of a community of faith where the community can commit to raising the Baptized child so that one day he/she will profess the faith for him/herself. As such, it is not appropriate practice for children to be baptized outside of the presence of the congregation. Some clergy might also say that a family must regularly attend church and be instructed in the meaning of Baptism before he/she is willing to Baptize a child. The stringency of clergy adhering to this last point is frequently lax.
