Proverbs 27:5 (King James Version)

5Open rebuke is better than secret love.

6Faithful are the wounds of a friend; but the kisses of an enemy are deceitful.

Answer: Matthew 18:15 "Moreover, if your brother commits a sin, go and reveal his fault between you and him alone. If he listens to you, you have gained your brother."

The Golden Rule - Matthew 7:12 " All things, therefore that you want men to do to you, you must also do to them."

ADDITIONALLY:

Matthew 18:15 is talking to those in and among God's servants [His church] who should be obeying the Commandments of God [striving to NOT SIN - see I John 3:4]. A truly converted Child of God will be [or should be] willing to be corrected by the "instructive" Words of God --

"All Scripture is inspired by God and is useful to teach us what is True and to make us realize WHAT IS WRONG IN OUR LIVES. It STRAIGHTENS US OUT and TEACHES US TO DO WHAT IS RIGHT. It's God's Way of Preparing us in every way, fully equipped for every good thing God wants us to do." (I Tim.3:16-17 NLT)

God's converted Children [with Christ Living in them] should be ready and eager to be "fed" [to chew on and digest] the Words of God: His Spiritual Bread for the human spirit, that, if heeded, obeyed and Lived daily, leads to the Righteous Character growth and development of His Future Child.

It's doesn't say to go up to everyone you see doing wrong, whoever they might be, correcting them. It doesn't say not to, either. It's just that you might want to approach total strangers a little more judiciously than a "brother"... if at all... with a plan of pointing out all their faults; reminding them of how short they're falling regarding the Glory of God.

Just remember: human nature HATES TO BE TOLD IT'S WRONG!

So, if you're dead set on telling everyone how wrong they are... keep in mind that at some point, you have to expect someone to remind you how wrong you are, also. So, be ready to accept their criticism in the same spirit in which you are willing to give it.
