The same as in common usage. As a noun it means to place chains or shackles usually around the feet. As a verb it means to 'restrain or confine.' Here are two examples in the NIV Bible:

  1. Job 36:13
  2. "The godless in heart harbor resentment; even when he fetters them, they do not cry for help.
  3. Job 36:12-14 (in Context) Job 36 (Whole Chapter) Other Translations
  4. Psalm 149:8

to bind their kings with fetters, their nobles with shackles of iron, Psalm 149:7-9 (in Context) Psalm 149 (Whole Chapter) Other Translations
