There is no significance to the date in Jehovahs witness religion. They werent founded until the 1870's. However there were certain "Bible Student societies" that existed prior to the founding of the first kingdom hall, that had originally, along with several other millinarian/restorationist cults, predicted that Jesus would return in 1844. The Baha'i faith also puts an emphasis on this date because that was the year the Prophet-Herald, known as "the Gate" (or Bab - pronounced bob) declared, in Persia, that He was a Messenger of God signaling the beginning of a new age for humankind.
That same day Samuel Morris, in the United States, sent the first telegraph message, "What hath God wrought?" From that point on human inventions accelerated to the techno-driven society we have today. Also in that time the Baha'i message has spread around the globe so that the Baha'i community brings together people of more different backgrounds (ethnic, racial, religious, etc.) than any other single group on the planet.

Yes, of course they can. The bible says that one must care for their family. Just because they are disfellowshipped doesn't mean their children can't have anything to do with them. However, some children of the disfellowshipped person limit the time they spend with their parents in case they get persuaded to leave the congregation.
