The book known as 2 Timothy is one of three pseudo-Pauline epistles known as 'Pastorals' because they deal with pastoral issues that arose in the first half of the second century.

Verse 3:16 follows verse 3:15 which exhorts the faithful to read the scriptures, telling them that all scriptures were given by inspiration of God and so all scripture should be read as doctrine, for correction of our thoughts and instruction in the right things to do.
