There are two things you need to see about this Scripture. First Jesus was referring to His disciples at the time of His Crucifixion. The "Shepherd (Jesus) is arrested and crucified and all His disciples (Sheep) desert Him. The flock is scattered.
In Zechariah 13:7 we have the prophecy of this time of Jesus' crucifixion, and that was fulfilled. But then it goes on further in 13:8-9 and explains that at the time of the Great tribulation and Jesus Christ's Second Coming, two thirds of the Jewish population will be destroyed and only one third will be saved. That one third is the remnant and they will call or believe on Jesus Christ as their Messiah.
God will say, "This is my people", and each one of them will say, "The LORD is my God." At this time Israel will be restored to covenant relationship to God.
Some see a reference to Jesus in Zechariah 13:7, "Awake, O sword, against my shepherd, and against the man that is my fellow, saith the LORD of hosts: smite the shepherd, and the sheep shall be scattered: and I will turn mine hand upon the little ones." They say that when Zechariah spoke of a shepherd, he was really speaking of Jesus, although Jesus is not mentioned by name, nor otherwise identified. Here, then, the shepherd is regarded by many Christians as symbolic of Jesus.
It was more like the sheep with Jesus as the Good Shepherd.
Jesus is portrayed as a shepherd because shepherds took great care to protect their flocks. They guided them to good pastures and shelter. Often, if there were wild animals in the area of their shelter, the shepherd would lie across the door or gate to protect his sheep. We are to follow Jesus as sheep follow their shepherd. He will guide us in the path of righteousness and give us salvation.

To take care of sheep, and shear the sheep. Also, to herd sheep. Therefore they are a Sheep herd, or Shepherd.
A shepherd ia a man that is watching over the sheep flock, and also, in a way, leading them. Because he is standing in the place of Jesus Christ, the Good Shepherd.
Jesus Christ is the Good Shepherd. Please read John, chapter 10, verse one through 42. Christians are the "sheep" and Jesus is our "Good Shepherd". He will never leave us and will always take care of us. We have nothing to fear because of the Good Shepherd.
