While on earth, Jesus made "a covenant for a kingdom with his followers" in which they would "sit on thrones to judge the twelve tribes of Israel." (Luke 22:28-30) To qualify for this kingdom they were to make sure that their conduct surpassed those of the scribes and the Pharisees who's form of worship was worthless in God's sight. (Matt. 15:7-9; 23:23; Luke 11:42) Matthew 5:19,20 implies that those referred to as "least in the kingdom" were the scribes and Pharisees, and specifically said they would never enter the Kingdom. Therefore achieving "greatness" meant success in fulfilling their divine obligation and securing a heavenly reward.
